One minute lifting, one minute rest sounded good for getting it done efficiently and intensely. But the intensity is in the cardiovascular fitness, not the strength.

Two minute rests, one minute lifts results in enough rest that I am ready and motivated to lift. Being ready to lift means I lift more weight. And lifting more weight is how I get stronger.
